Hopper not picking up items while transferring items

I have a sorting system that has items traveling on ice being pushed by water in a 1.14.4 minecraft server. I am having a problem what is that the hopper wont pick up the item from the water stream if it is moving items to a hopper or chest below. I have tested this to confirm that it wasn't server lag by recreating the problem in a single player world.

 

To recreate this issue add a stack of items into the hopper that is next to the packed ice and add the same item into the dropper, the clocks my need to be reset, and watch the items flow past the hopper they would normally go into. (This is if you are using the world I sent in the attachments section)

This is not a bug.

You built a Redstone machine that lets you pick up items.

The hoppers are 100% working.

Can you check your world twice?

I havent been able to open your world, but note that for hoppers to pick items that are flowing in ice they need to be in the right position between the two blocks

The way that is usually done is having the items collide with a ender chest before being pushed between the two blocks
