Hmm, not really. Related, but not the same issue.

Can confirm. The animation always appears to be upside-down. Also, sometimes it's flipped, but I don't know whether that was the case previously as well. I've attached a resource pack with which the issue is easily reproducible. Black is supposed to be on top, green on the left, blue on the right, and red on the bottom.
