Items bounce off the bottom face of honey blocks

When I throw an item to the bottom part of a honey block, it bounces off instead of sticking to it and then falling, it also doesnt emit particles

What I expected to happen was...:
For the item to stick to the honey block and then fall.

What actually happened was...:
The item I threw bounced off the honey block.

Steps to Reproduce:
1. Put honey blocks 6 blocks above the ground.
2. Stand 1 block below them.
3. Throw an item on the bottom part of the honey block.
