[MC-163706] The drowned don't spawn correctly

Hello,
Yesterday i have seen a problem with the spawn of the drowned.
The drowned can spawn in the water, but here in the picture,
the drowned have spawned in a desert.
That's normal or not?

The drowned spawned in the sea and then walked onto land when it became night time.
