[MC-163711] Leads disappearing

This bug is from 1.14.4 it`s really annoying if you unload a chunk or go to the nether the leads disappear from animals but they are still attached to the fence post

We're actually already tracking this issue in MC-14826, so I resolved and linked this ticket as a duplicate.
