What I expected to happen was:
In previous versions when you would toggle out of fly mode with elytra on would cause you to fall normally.
What actually happened was:
When you toggle out of fly mode it triggers the elytra to activate. Elytra is useful in creative mode when you are exploring the world quickly but sometimes you want to just fall normally.
Steps to Reproduce:
1. Be in snapshot creative mode
2. Put on elytra
3. Double tap space bar to enter fly mode
4. Double tap again to exit fly mode. This is when you will see the bug.

We're actually already tracking this issue in MC-163849, so I resolved and linked this ticket as a duplicate.
