When shift-clicking a stack of items with NBT-tags, like firework rockets, into the enchanting table, it seems to lose all of its NBT-tags. This applies for rockets and banners, although I have not tested any other items.
This applies to both servers and singleplayer.

We're actually already tracking this issue in MC-17431, so I resolved and linked this ticket as a duplicate.
