I have a pickaxe with Silk Touch and I can get grass block and block of melon with it. Is it a bug?

This is not a bug. If you mine with Silk Touch a block that drops its resource even without the right tool, (i.e. Grass Block, Melon, Glass, Leaves) the Silk Touch will still work.
