If you place a Redstone block on a sticky piston, then 2 blocks below it place another sticky piston it will stay powered forever.

This is intended functionality. It is called quasi-connectivity, and it doesn't require a sticky piston above the redstone block.

We're actually already tracking this issue in MC-108, so I resolved and linked this ticket as a duplicate.
However, that ticket has already been resolved. That means that this is not considered a bug and won't be fixed. Please do not leave a comment on the linked ticket.
