Honeyblocks slow you down when flying in creativ mode

If you are flying directly over a honeyblock in creativmode it slows you down. This doesnt happen when flying beside or under a honeyblock. I think this is supposed to work like cobwebs where you cant walk through them but you can fly through them whithout being slowed down
