Can't make a map in creative mode.

When I right click with an empty map in my hand in creative, It doesn't become a map.

Open Inventory and click on button with chest on it, named "survival inventory". Probably your map will be there.

The map will be put in your first empty slot in your inventory, so that you still have an empty map item.
