[MC-165265] Cannot push entities

I cannot push mine carts and other entities in my single player world.

I have a lot of datapacks, but with the exact same ones on a different world i can push entities

My world has gone through a normal single player world to a realms world and then back into a single player world

it has gone through versions 1.14, 1.14.1, 1.14.2, 1.14.3, and 1.14.4

Are there any teams in the world? If so, what is the collisionRule option of the team you are in set to?

I'm guessing there were teams in the world and collisionRule was set to false as when i used /team remove [me] it fixed the bug
