Falling blocks still convert to a block on a boat when there is a non-solid block underneath

The bug

When a falling block lands on top of a boat, it might get placed on top of a non-solid block, such as a torch.

How to reproduce

  1. Place a boat on top of a solid block

  2. Place a torch on the side of that block

  3. Make sure the boat's hitbox (visible using F3+B) extends over the solid block on the side the torch is placed on

  4. Place sand at least two blocks above the torch
→ ❌ The sand will fall, land on the boat, and get placed on top of the torch

Can confirm for 19w46b.
It's important that the hitbox of the boat has to extend over the edge of the block. If the boat is just at the edge but not over it, the falling block drops on the torch as an item.

When you place the boat, it should be centered on the block with the boat extending over it on all directions, but I guess it doesn't hurt to mention it.
