[MC-165688] Various key modifiers cannot be bound with other keys (i.e. CMD+d)

Ctrl and Cmd/Windows Key cannot be bound with other keys.

When trying to bind, say, `Ctrl+k`, the menu will bind 'Ctrl' before the player can ever press 'k'.
