Underwater blocks not having a breaking animation just motionless.
What I expected to happen was...:
I was playing survival and mining for underwater treasure I thought I'd see the breaking animation to be sure what's happening.
What actually happened was...:
No breaking animation. Just blocks poping after a few moments.
Steps to Reproduce:
1. Go near water
2. Mine the blocks underwater from the surface.
3. Here ya go no breaking animation

We're actually already tracking this issue in MC-165153, so I resolved and linked this ticket as a duplicate.
