The Bug
When looking at blocks such a Sugar Cane, Campfire, Flowers and Banners while looking at a body of water causes the block outline to become transparent.

Look at a block like Sugar Cane
Look at a body of water while outline is still there
notice how the outline makes the water transparent

We're actually already tracking this issue in MC-162519, so I resolved and linked this ticket as a duplicate.
