[MC-166158] Taking out audio devices and plugging them back in will cause the sound to be disabled

Taking out an audio device and plugging it back in will cause the sound to be removed. It can only be fixed by refreshing the current resource pack or restarting the game.

Environment

Windows x64. Java update 231 and using Realtek HD Audio manager

We're actually already tracking this issue in MC-44055, so I resolved and linked this ticket as a duplicate.

However, that ticket has already been resolved. That means that this is not considered a bug and won't be fixed. Please do not leave a comment on the linked ticket.
