[MC-166303] Block breaking particles don't glide on the ground as before, has more friction

Probably has something to do with the fixes and partial fixes of MC-164824 and MC-165876. Also related to MC-166257.

The fix described as "Vertically moving particles are performing better when they collide with blocks" (fixed in 19w44a) could potentially be root cause of these problems with particles.

The bug

The particles that appear when breaking a block doesn't glide on the blocks below as much as it used to. When the particles land they essentially just stops moving, whereas in for example 1.14.4 they glide a bit when landing.
