[MC-166537] Skeleton shoots himself out of minecarts

1 Capture a skeleton in a minecart

2 Place yourself below the skeleton (at least 1 block)

3 The skeleton tries to shoot you but is hitting the minecart

4 After some time the minecart breaks

Hey there!

I am unable to reproduce this issue in 20w51a. I used the following command and the skeleton shot me and didn't hit the minecart.

/summon minecart ~ ~ ~ {Passengers:[{id:skeleton,HandItems:[{id:"minecraft:bow",Count:1b}]}]}

Please check if that's still an issue for you in the latest 1.16.4 stable release or the latest 1.17 development snapshot.
