Strongholds not spawning in 'Surface' 'Ocean'(?) Buffet World.

I recently created a new buffet world(without customizing) and it seems I got a 'Surface' 'Ocean' world. I tried using ender eyes but they wouldn't throw. The animation for using the eye of ender worked, but I wasn't actually throwing them. I even got everything ready with diamond armor ect, but there might not actually be a stronghold in my world.
