Powering rail junctions from the side no longer updates the rail immediately

The bug

When you place three rails as shown in the screenshot and you place at the bifurcation a redstone torch it will not update the rail, but when you place it under the rail it works.

Yup, this behaviour is indeed broken.

Putting two redstone torches adjecent to each other next to a junction will work. as will putting a redstone torch underneath the junction (as the bug report states).

Apparently you need to either power or depower an adjacient block for the rail junction to realise that it's being powered, but depowering the junction works instantly.

This issue is actually not an issue in the rails, this is due to how Redstone torches update blocks 2 blocks away when placed, causing incorrect block update order.
