@ahootea well, I just tried restarting minecraft and I checked the resource pack and I still have the same bug!

Why did the requirements to display a loom UI increase? It was working just fine on my computer in the last update.
EDIT: Interestingly, this wasn't an issue for me in 1.15 but it is now in 1.16.
I got the same exact problem as Frostyflyrap and my computer is 8 GB Ram and I got the GeForce GTX Nvidia Graphics Card. Plus Minecraft runs perfectly smoothly for me and I've got all the graphics on fancy. This happens in 1.16.1 still. I've even attached a screenshot of this
I do not understand why every report is marked as dupe of this one, even if this one was marked as invalid for not meeting the requirement to run MC. I don't see a connection

Are you sure you are not using a resource pack? I just tried interacting with a loom in 1.15, and my GUI was normal, not black as shown in your screenshot.
