During normal gameplay on a survival server I am hosting, horse run speed is eventually reduced to far lower than it was when tamed. Removing and re-attaching the saddle does not remedy this, only taming an entirely new horse fixes it, only to have it's speed reduced later as well; it usually occurs in under 20 minutes it seems.
