[MC-167873] Mobs sometimes spawn in biomes where they shouldn't spawn

The Bug
Biome specific mobs, such as Wolves & Llamas, can spawn in incorrect biomes such as Plains and Swamps

Reprodution for 1.15 to 21w05b & 1.17 (Here you will see Wolves spawning in a Plains biome)

I believe this is an old glitch that causes wolves to spawn in any biome

These wolves could have spawned within a nearby biome or something and just headed over to the plains.

They spawn in the plains biome when you teleport over there. Also the developers put a priority on this so it is planned to be fixed Christopher Lewis

In 21w37a I found a single llama in a savanna biome. No other biome anywhere nearby. I didn’t think to check, but maybe the 3D biomes had their native biome underground or something and that caused it to be on the surface. However it was only the one llama so idk. It wasn’t a trader llama.
