Pretty much what it says on the tin. I was using my XP farm and turned around to see these ugly mugs

Only guardians and drowned are supposed to be able to spawn inside the bounding box of an ocean monument

This happens in 1.14.4 as well. I'm not sure why you think it's a bug.
