Campfires are not put out by flowing water

The water will go around it, as it's a block. I'm not sure if this intended behaviour however

Placing the water on top works, I'm thinking this may be WAI

Campfires are only put out by water if they are waterlogged. Currently, flowing water cannot waterlog blocks in Java Edition.
