Villagers won't pick up food items in 1.15

My Villagers won't pick up my 3 pieces of bread in order to breed. I've tried all the things you should do to try to breed them but it still won't work, Therefore I've come to the conclusion that it is a bug. I've tried giving them potatoes and carrots but it still didn't work.
