Dogs cannot attack horses

Steps to reproduce:
1. Spawn a horse
2. Spawn some dogs and tame them
3. Punch the horse

Expected result:

• Dogs attack horse, horse dies

Actual result:

• Dogs try to attack horse, horse gets pushed around by the dogs and takes no damage
