texture packs wont add

when i download a resource/texture pack and try to drag it or add it to the resource packs it doesnt come up. ive tried reinstalling, updating, closing it, nothing works. ive checked for a minecraft folder too and it doesnt appear to have one. i do not know what to do 😞
