Old 1.11 beds and signs cause crash in 1.13+

This is not a duplicate of MC-133986 as i believe i have figured out the reason it is caused and it is not from any corrupted entities.

I believe this error is caused by the changes made between 1.11 and 1.12, in 1.11 there was only one type of beds and wall signs were separate blocks. 1.12 removed wall signs as a separate block and made massive changes to beds, I'm pretty sure 1.12 had code to update the beds and signs so they wouldn't crash the game, but then the 1.13 update happened. The problem is that the 1.13 update made massive changes to the level save format, and I believe it most likely broke 1.13's block update code. I know this because I have discovered that beds and signs in a chunk that has been loaded in 1.12 at some point does not crash 1.13, however if the chunks have only been loaded in 1.11 they will crash the game if they contain beds. The solution seems obvious, fly around the map and load all the chunks, but the problem is my world is so big at this point that even after spending an entire day trying to convert all the beds and signs i still ended up finding more messed up chunks. There are no tools that are compatible with 1.12 capable of fixing this and i have spent weeks trying to fix this problem. I just hope that somebody over at Mojang decides to do something about this in 1.15.2 because until then it's impossible for me to update my world past 1.12. I have verified that this crash happens on the vanilla client as well as on my server and i have tried every possible solution i can think of to fix this up to this point, this is my very last resort.
