Lighting effect from torches on falling snow is backwards

The light from torches makes snowflakes darker, while any snowflakes not within range of a torch are bright. Seems like the lighting effect is applied backwards or something. As you can see in the attached screenshot, the snowflakes between the two torches are bright, whereas the ones directly near the torches are dark.
