Torch Placement Issue

Attempting to place a torch on the top of a block, while having another block directly next to the to where the torch would be placed results in the torch being placed on the side of the block instead of the top.

Attempting to place a torch on the north or south facing side of a block will place it on an east/west facing side of a block instead.

Torches seem to prefer the West or East facing direction.
