Minecraft resource loader is off screen so I cant load any resource packs as I cant click it.Also it affects all of my versions.

We're actually already tracking this issue in MC-37839, so I resolved and linked this ticket as a duplicate.
If you would like to add a vote and any extra information to the main ticket it would be appreciated.

Upon reading your bug report I have a few questions that I need to ask that may help me resolve this issue.
Whats your current game resolution?
Also to note: You could also 'manually' add a texture pack to your game before you load the game its self by editing your options.txt file and editing the 'resourcePacks:["vanilla"]' option in that file to the folder name of the resource pack that youre trying to load. Just try renaming vanilla to the name of the pack you wish to load then you can load your game!
