Bees and their nests don't spawn in the Dark Forest biome

The change that allows bees to spawn in Forest types should allow them to spawn in Dark Forests. I just feel that this is incostistent with Forest biomes. Flowers generate absolutely the same way as in Forests and Birch Forests. I don't see a reason why bees shouldn't be there. So, I think this is an oversight.

Bee nests only spawn in plains, sunflower plains and flower forests

Why is this resolved as Won't Fix? I mean, this can be easily fixed by just adding them into the generation. If you don't want them to spawn there, why don't you resolve this as WAI?
