[MC-169938] Superflat does not spawn Pillagers

When choosing a preset including the "pillager_outpost" text, outposts are generated, but no Pillagers patrols spawn and no Pillagers spawn around the outpost.

I tried on 2 y levels, my standard y=40 and later on a "normal" level y=64. In creative and survival.

Just tried the 1.15.2 prerelease 2. Generated hardcore superflat, standard "Overworld" preset, Pillager Outpost found, no Pillagers.

Searched for more than an hour, people need to use the "superflat" world type indicator and not "flat type world" 🙂 But thanks, Jack
