[MC-170210] The flame on arrows not visible from above

The bug

When I shoot a flame arrow on the ground it is should show flame but when looking down at it it is a normal arrow instead of flame.

I can reproduce although it only doesn't show when I'm looking at a perticular spot. I assume this is due to the 'flame' particle not rendering properly. I've attached a screenshot above also
