[MC-170269] Bees do not spawn with nest if spawned by a sapling on a multiplayer server.

What I expected to happen was...:
Get a couple of bees spawned with the nest when spawned by growing a sapling next to any flower.

What actually happened was...:
Spawns with an empty nest.

Steps to Reproduce:
1. Go onto a survival multiplayer server.
2. Place a sapling next to a flower.
3. Fertilize until it grows with a bee nest. It does not spawn with bees.

I have experienced this, I got excited when I got the first bee nest to spawn but then no bees came out. I tried again and got no bees again.

What Minecraft server software package is the box running?

It is a "Minehut" server running "BungeeCord"

Your game, launcher or server is modified.
If you can reproduce the issue in a vanilla environment, please recreate the issue.

Any non-standard client/server/launcher build needs to be taken up with the appropriate team, not Mojang.
Any plugin issues need to be addressed to the creator of the plugin or resource pack.
If you have problems on large servers, such as The Hive and Hypixel, please contact them first as they run modified server software.
