What I expected to happen was...:
The minecart chest to distribute items evenly into each hopper
What actually happened was...:
the hoppers with powered rails above got twice as many items as the ones with normal rails. It seems that the amount of items put into a hopper is based off of how long the model of the minecart is on top of it, and not how many game ticks it is in reality.
Steps to Reproduce:
1. Build a 2x3 of 6 hoppers facing down
2. place 2 powered rails on top of the hoppers in the middle, and normal rails on the outside hoppers creating a loop
3. place a minecart chest on the rail loop with items inside.

Although this issue is triaged, it seems very similar if not identical to MC-165330 which was created a few months before this one.
(It also seems to be more popular if that means anything)
