Your account was created in 2019. The blog post only applies to accounts that have been created prior to 19 October 2018.
This depends when you bought your account. If it was before Octobor 2018 then you are most likely eligable to claim a free version of Windows 10 edition. You can do so by going here: https://account.mojang.com/login
Please also remember that this is a bug tracker, not a place to seek technical/account help.
