When making a wheat farm so water comes out from a dispenser to take it away and collect it it wont let me place seeds on certain spots of the water. When the water is flowing it will not let me place seeds it some spots but will everywhere else.

I can already tell from the screenshot that the light level on these blocks is too low in order to plant crops.
Is there enough light at those points?
