/loot ignores minimum tools

The /loot command drops blocks even if a tool is specified that cannot successfully mine that block.
Example:

/setblock ~ ~ ~ obsidian
/loot give @s mine ~ ~ ~ wooden_shovel

Result: Obsidian is given, even though it does not actually drop when mining an obsidian block with a wooden shovel.
