[MC-170732] Accessibility button uses an inconsistent texture in Programmer Art resource pack

The bug

If the 'Programmer Art' resource pack is enabled, all the buttons in the menus are highlighted blue when hovering over them, however the accessibility button on the main menu is highlighted with a white border.

It was highlighted blue in 1.14.x when this button was added.

Hello, I made a little texture pack that adds blue highlight for this button! It is working for 1.16+ so if you are playing on 1.17 snapshots or something, I don't know if that will work... But here you have it:
