From this day, the day when i downloaded 1.15.2 i have had this problem for the first time ever and the monument has been drained for about since version 1.14.1 i see this as a large problem affecting the rates of my farm

That is the file to the world one note is that i use a few datapacks but they do not have any connection to the Ocean monument. And these datapacks have only been installed after the existence of the problem
Alright, I checked out your world, and after removing most of the lights from your ocean monument, absolutely no hostile mobs spawned inside of it. Also, some guardians were able to spawn inside of the bubble columns even after I added soul sand to the corners of the spawning chambers as well.
Your lower spawn rates seem to stem from multiple issues:
Drowned spawning in the unlit parts of the ocean (they can spawn in any water block as long as the light level there is low enough. You only lit up the floor of the ocean, not the water above it.
There was a cave nearby with a whole load of mobs in it. Not sure how much that contributes to the limited spawn rates though.
Your roof above the farm was not big enough.
