When playing anything above 1.13, crossing a chunk border causes scheduled executable to jump up in use, causing fps drops

I also have this issue and it affects all versions that Op mentioned.  Happens when I use either a Amd Ryzen 3700x and Amd Ryzen 5800x cpu.  Tested different motherboard/ram configs.  Reinstalled Windows/minecraft to no avail.

Specs : Ryzen 5800x

            Nvidia 2080ti

            16gb ram

            Nvme hard drive

            Windows 10
