Nylia and new planks don't change with Programmer Art enabled

Developers said that only blocks that were in the game before 1.13 (because Jappa created textures for 1.13 as well) will be affected by programmer art

That ticket has already been resolved, which means this is not considered a bug and won't be fixed. Please do not leave a comment on the linked ticket.
