Massive spawn decrease in enderman farm

I recently created a hardcore world with 20w60a, I have gone to the end and created a basic farm off the main island. I've noticed that there are almost no endermen spawning! (the patch notes mention no such thing including endermen spawning) This Farm is identical to the one that I built on 1.15.2 and that one works fine. Please Fix This!
