[MC-171463] Iron Bars don't fully connect to walls

If you have an Iron Bars in between walls it will only connect to the top and leave a gap on the bottom.

Confirmed. Probably caused by the changes to walls.

Reopened. This ticket is not about the iron bars connecting to the sides as well, while MC-170956 is. This might be fixed in the next snapshot alongside MC-170939.
