The bug
In some worlds, after the ender dragon has been respawned and defeated once, after any further respawns, no new end gateways will spawn until the world is reloaded.
There also have been reports of end gateways not generating at all in some worlds.
To reproduce
Download this end dimension file:
Create a new world with seed
1452395943320050265
Close the world
Open the world save folder and replace the
DIM1
folder with the one aboveJoin the world
Build an end portal and enter the end
→ There should be 16 end gatewaysSummon and defeat the ender dragon
→ ✔ A 17th end gateway will appearSummon and defeat the ender dragon again
→ ❌ No new end gateway will appearReload the world
Summon and defeat the ender dragon yet again
→ ✔ An 18th end gateway will appear

Does it need to be the whole world or just the "end-world" file?
Only the end dimension sould suffice.
An additional question that might be crucial in finding the issue: What server software do you use?

Also, I use the "server.jar" file. It has been like that since like, ever.
I'm also using the latest snapshot (20w06a) but this issue occurred before I converted it to the snapshot.
Okay, I have found out that the very first time, a new end gateway is generated, however after that, the generation of any further end gateways will fail. Reloading the world / restarting the server allows for another end gateway to be generated. I was unable to reproduce the issue in a freshly generated world though.
How long will the download of your world's end DIM1 folder last? Would it be possible to make it permanent?

Glad to help! No worries about the world download, I removed all the chunks outside of the main island and reuploaded it here, so this issue can be reproduced using that world file.

So I downloaded the DIM1.zip and inserted it to my minecraft world, but when I try to summon the ender dragon with the end crystals nothing happens. And when I use the summon ender dragon command and kill that ender dragon no new end gateway spawns, not even when I reload the chunks. Is there something else that I need to do to fix this bug?
I am having this issue as well. world was made in 20w20b. No end gateway generate at all. 1.16 Pre3.
I have tried deleting the end and regenerating it, nothing.

I've had the same issue, FIRST gateway is never created. seed -3809441272346658764
Even when recreating DIM1 in 1.16 pre-5 and killing ender dragon, no first or second gateway is ever created after killing respawning with and killing again.
Is this possibly due to coordinates for the first few gateways in the end center island not being above solid blocks?

are possibly above void for the first few generated from this seed.
I am seeing a different sort of "end gateways fail to generate". I originally killed the dragon in 1.16, and went off to explore the islands, where I found several additional "return" gateways scattered around the islands. The wiki indicates that this is the expected situation. I later respawned and killed the dragon again, but when I explored past the second end gateway, it was in 1.17.... and despite having traversed well over 1000 blocks in two directions, the only end gateway I've seen there is the one I came in by.
ETA: Joseph Wyne: In the past, those end gateways have been perfectly happy to spawn over the void.
I'm having the same issue one an older world I made back in 1.14.2. I killed the ender dragon like 5 times earlier today, but I only have 7 end gateways total, and my statistics say I've killed 14 dragons (which is actually off, I've killed more- the world corrupted twice so that may be a factor). I'm playing in 1.19.4 on the seed 1939338204 btw, not sure if that has an effect. Also important to note I'm using optifine and have used a mod before on the world that fixed some bugs with bee ai (I'm not currently using that though), but other than that it is vanilla.
Edit: I know for a fact it said 14 dragons earlier today but now after reloading it says 12. Weird

I've updated my survival world to 1.20 and I'm still experiencing this issue- they just never spawn for me. I have 7 even though I've killed at least 15 dragons (don't know exact amount cuz my statistics are wrong)
I can't reproduce this behavior in 1.20.3-pre2, an 18th and 19th End gateway is generating. Is this still an issue for anyone?
Yes, it's happening to me. Created world in 1.16. Have 3 gateways opened. Today I killed dragon 3X in 1.20.2 with no new gateways opening. Reloading didn't help.
This issue happened with me, I detailed it in MC-268655, I am currently playing in 1.20.4 and generated the world in 1.19+, I have the first gateway but no subsequent gateways.
Currently playing on a 1.20.2 world that was generated in 1.16 and having the same issue. No end gateways spawning even after reloading the world and ender dragon kill statistics shows only one kill.
We do not have enough information to find the cause of this issue.
