On some servers can operators do that

It's very hard to understand this report. You mentioned this happens on a server; is it modded (spigot, bukkit = non-vanilla), are you using a modded version of the game. If so, that's not valid as we only accept vanilla issues to the game. If this does happen in vanilla, please take a look at this video that may help on writing an useful report on this bugtracker.
