I have seen this issue too. This is not just in the Nether, if you use the {IsImmuneToZombification} NBT tag it can still be given one and bug, End too. Additionally, this says it is resolved, as of 20w11a it has not, and has been an issue all throughout current snapshots for 1.16. Though not a huge issue, it should be noted this has not been fixed for a month today.
